In 2009, the North Carolina General Assembly charged the North Carolina Institute of Medicine (NCIOM) with studying “the adequacy of mental health, developmental disabilities, and substance abuse services funded with Medicaid funds and with State funds that are currently available to active, reserve, and National Guard members of the military, Veterans of the military, and their families, and the need for increased State services to these individuals.”  Many members of the Task Force on Behavioral Health Services for the Military and their Families were also involved with Focus.
